So here's a wacky idea! 10 years ago people started making PLA State Sites. These sites contained information on a PLAer's local community, such as pay phone lists, scanner frequencies, phone number scans, and general HPish info about their communities. The list of PLA State Sites can be found here:
http://www.phonelosers.org/plasites
Most of them are outdated but I think most of those sites still exist. But here's the wacky idea part - instead of PLA Sites we have PLA THREADS! Say you live in Roy, New Mexico. You could start a thread called Roy, New Mexico and list all the info you've got about your area. Then people can add information to your thread or ask you questions. As the thread starter, you could occasionally edit the original post with updated information. Isn't this the best idea EVER? Why am I even asking you people? I should just set this up immediately!
My other idea for today is TOUCH TONE WIND CHIMES! Touch tones are composed of 7 different single tones, right? Then you play a combination of each of those tones to achieve DTMF. So if I were to cut pipes into the lengths that correspond with each of those 7 tones, then turn them into wind chimes, wouldn't I hear what appears to be fucked up sounding DTMF tones when the wind blows?
It's only 8:30 in the morning and I've already have TWO KICKASS IDEAS! Just think what I'll have accomplished by noon!
I wonder if my wind chimes will dial random numbers if I hold the phone receiver close to them.

I want PLA MA

What about a section in the user boards for the state site threads or even state site boards in their own section?

You could try cutting a set length of pipe and drilling different numbers of holes through one side. The more holes, the lower the frequency. If you drill them evenly spaced and of the same size, one will drop the frequency x amount, two will drop the frequency 2x amount, and so on. It's how a flute works, right?
Finding the precise frequencies for me would be a game of SYSTEMATIC TRIAL AND ERROR, though there certainly is a way you could determine it mathematically.

No.

In that arrangement there are only 12 two-tone combinations that sound like our familiar phone buttons, but there are 30 more that don't. Most of the time there won't be exactly two chimes ringing anyway. So I think you'd have normal wind chimes 99% of the time and once in a while you might hear something that sounds vaguely like a phone button. I think it sounds cool anyway, you should try it.

Unless you could have groups of two chimes close together.

No, the wind still blows the same whether A,B and C,D are side by side or equidistant. Unless you have them significant distances apart, ie opposite sides of the house, the chimes will sound inseparably.
It would take something pretty complicated (relative to cutting pipes) to make this produce perfect, distinct DTMF tones.

PLA Manitoba here.

PLA Dairy State
Now with Milwaukee, pronounced Mil-wauh-khay. Algonquin for "The Good Land"

I was not aware of that.

so can you hook me up with a board called "PLA MA" with ME as the MOD?

It was actually a semi-subtle rip on murd0c, as he seems to mention that every time I say something about WI. He and his damned Algonquins.

Milwaukee was the only city to elect four Socialist mayors.

Is this the wrong place to mention that PLAMN's site has a supposed "hack" message on it for some time now?

Yeah, it is. You should PM or email nwbell, because he's the one who maintains it.
