I remember that you can set a modem program (this was back in the 90s that I figured this out) to dial any number, including on that a person will pick up. I'd like to fuck around with some people, but can't remember how to set my computer (or preferably somebody else's) to do this. Does anybody remember how to configure dialup protocols or whatever it was I had to do to make this happen?

If I can remember correctly in Windows it is:
Start>Settings>Control Panel>Phone and Modem Options
That's WinXP running SP1 though. But it should be basically the same thing in other versions of the OS. If it's not Phone and Modem Options then it's probably just "Modem" or something similar. It should let you set up a "new connection" or something from in there. If not you may have to set something up in your Control Panel under Network Settings.

now this.. what the hell are you talking about? Using a modem to dial a phone number? try sending the serial port ATDT<phonenumber>
If you're talking about the command-modem vulnerability that many modems are still vulnerable to, its:

Just google for modem AT commands or try to explain yourself again :)

I have it set up and everything but cannot dial out because this computer was built (surprise here) without a dialup modem. Is there a way to set this to work with voIP or something?

If you were up to what I think you were up to, I don't think you can make a voIP program dial a phone number over and over until someone picks up.

Hah, I remember doing that to lots of people in my Back Orifice days. I'd make their computer either call 911, a 900 number or my house so I'd know they were online and I could screw with them. Good times, good times...
