Title: Phone Number/Free speech

Does any when remember there was someone who set up the cell phone outside i think in a park and it was attached to a speaker and you called the phone number which was a answering machine and said say what ever you want for freedom of speech and then it was played outside.

Does anyone know what I trying to remember? is that website/pohne number still around? does any even know what I am trying to rememberer?

I remember this.  I can't remember what web site it was though.
