www.pdxusa.net used to offer a really good one called "MP" a while back.

Icall gives u free calls but u can only tlk up 2 five minutes. But the 5 minute calls are unlimited.

Yes. In that case I would tell him to go to http://www.youngzsoft.net/ccproxy/ because it seems like it would be the easiest to run.
