Here's the simplified verson of the story:
About a month ago, me and my friend were playing RuneScape when we ran across this jerk. He was acting all badass and stuff and telling his girlfriend how hot she was. So I walked over and started following the two around in the game, except I was flirting with his GF the whole time. I called her "Honeybuttercups" and stuff, and this piss the guy off. I eventually found out the couple's names, and where they lived using context clues (and my l33t haxor skills, of course). And when I asked for the girl's phone number, her boyfriend GAVE ME HIS instead to prove a point or something. I let him have mine in return for his patronage. He called me and started acting like a "gangsta" or whatever over the phone telling me he was "gonna bust a cap in muh grill".
So to have a little fun, I posted a buttload of ads on Craigslist offering free stuff, and he called me saying all the calls and texts were using up his minutes. He told me he was going to have my account banned (even though it was obvious he had no idea what website I was using). I said I didn't care and he hung up the phone.
Eventually he got his phone number changed, and I have no idea what the new number is. I only know his old number, his first name, and the county and state that he lives in. He also doesn't get on RuneScape anymore.
Can anybody tell me how I can get his new number?

You mean his girlfriend? I've tried that, and she just makes up fake numbers every time.
I've also paid a website to track down his new number, but they didn't return any results (they did refund my money, though).
So what I was thinking about doing is this. I would call each phone company where he lives, then I could pretend to be with the Corporate Office and say "We're investigating fraud...yada yada...I need to know the last person who owned this number."
Do you think they would still have it on record?

You're making an unnecessary situation complicated. Just let it go as you're unlikely to find what the new number is.

No offense, but between your Guy Fawkes mask in your avatar, the fact that you play RuneScape, and you never hearing "Miss Gibson", I just want to facepalm so hard I break my nose.

I don't play RuneScape. I hate RuneScape. The only reason I played that once was because my friend was here and we were bored--So we decided to cure our boredom by causing some online trouble.

simple, run a reverse phone lookup on the old number, the records should still be the same, then you get his full name, most likely an address too, then your golden!
