Title: A truly free PC-to-phone VOIP?

I was wondering whether anyone knows about a voip program that allows unlimited free pc to phone calls, and (here's the kicker) conference calls.  I've found programs that do one of the other, but i would like both.  Is there such a fabled program?  I know when ooVoo was in beta it allowed unlimited free calls, but it doesn't anymore.  I guess if I can't find anything, i'll have to just bite the bullet and get a skype out subscription.  I hear they lowered there monthly subscription fee anyway.
