Title: Switch Board?

I came across this site after doing a paper on phreaking. I am now very interested in phones at my school I found what looks like a switch board to me. I am not sure if is or not could some one tell me what it is. (http://i23.photobucket.com/albums/b368/T3ch/02-02-09_1049.jpg)

Lets say you had access to this punch block. What are some of the things you would do with it?

They call it a punch block because it opens when you punch it. Hit it really hard with your fist and those little colored pips will flip open, giving you full access.
