I want someone to tell me how I can go about grabbing someones I.P Address.
I mean I please want someone to tell me.

Who? Someone on the forums? Someone you chat with? Someone in real life?
If you can get them to email you, their IP might be in the headers. I think Gmail blocks their IP, so if they use Gmail, that won't work.
Get them to go on IRC and you'd have it easy there.
I don't know if this still works, but if you're instant messaging them, you might be able to either set up a file transfer with them or a direct secure connection (does AIM still do that?). Once you're transferring a file, go to your command prompt and type 'netstat' to see all the IP addresses connected to you.
Set up a web page that logs IP addresses and tell him, "OMFG, look at this cool web site!"
If it's someone here on the forums, slip me fifty bucks and I'll tell you.

As far as a tracer you could try http://ip-adress.com, they have a nifty tracer, but one time I found one that's an over head view.

The story is this;
there's this 'chick' on facebook who's making all kinds of lowlife racist jabs at a whole bunch of people- and a real life friend of mine has taken it to heart... and i owe her a favour, so i'm tracking this 'chick' down.
I know who she is now actually, i just hacked her fb and hotmail account- which were all fakes (duh) but one of the first people she added was someone she knew in real life- she pretended to be a stranger though-
anyway, long story short, I recognised her from an old phot she deleted from her fake account.
I just hope it wasn't you all along RBCP. ;D

If you have domain(website) of particular person then visit Ip-details.com (http://www.ip-details.com/domain-host-search/) .Here they provide domain host search just give the site name example:www.google.com then they display the information of site like IP address,country,ISP,Network,etc...

I just send the victim an email with a transparent png image embedded in the email. Then you have their ip, browser, os, etc.. Assuming it hasn't been spoofed or viewed from a mobile device of some sort. When it comes to IM clients, netstat or something similar is your friend.
