Thanks in part to the FCC database I found some frequencies of nearby utilities companies. So far I did discover the rx and tx frequencies and brute-forced the input tone for a local water utility. Any prank ideas are welcome. I plan to listen to them for at least a week or two before I try to pull something.
By the way, does Walmart stores usually use frequencies of a licensed band? I couldn't find them listed in the search results for my county.

Try looking in other frequency databases for Wal-Mart's frequencies. I see those listed all the time in user-submitted databases.

Will do. I also found that radioreference database lists input frequencies and the tones needed, but not much of any businesses listed. At least I can contact my electric co-op when they decide to take the phone off the hook. UPDATE: I all I hear is digital on their frequencies, but I'm fairly certain they have radios in their vehicles.
