This meme has been going on at SomethingAwful for a long time, actually. I don't think they're inspired by the PLA, but rather the other losers who spread crap around like this. PLA crap could actually work and served a purpose. The other crap on BBSes/Interwebs had a significantly less chance of working and had no real purpose. My guess is that the latter is being spoofed.

Yeah I know, I was just making a joke about how crappy some bits of the PLA issues were.
