yes, Murd0c is right.  But, from "LEGAL" passive scanning i found this:
If you are looking for someone via this IP, just remember - someone could be using it as a zombie.  IPs dont really mean much anymore, people bnc from ANYWHERE these days, and use unsuspecting windows machines as they're hosts.  Besides, the phonebomb guy already had an account here, why would he make a new one?
from passive scanning the IP is from somewhere near Philadelphia PA, provided by Comcast.  If you have a problem with it, you should call their Philadelphia number for abuse: http://www.comcast.net/terms/abuse.jsp
It says nothing there about scanning the IP, but, i guess i am illegally hosting Weak-Net.com  My own mediocre attempt at humor has been highly amusing to myself.!1

PhoneBombGuy don't come to a site asking for people to do work for you that you can accomplish easily.  thats like me asking people to hack someone for me.  not impressive.  even though you just want info.  whats it for.
