Dear Jammie,

I am a U.S. citizen with a felony conviction on my record, which excludes me from obtaining a U.S. Passport.
Can I still obtain dual citizenship?
Or can I obtain a passport from a different country?

I would say it depends on the country. Last I heard Canada won't even let felons pass through on their way to Alaska.

To obtain a passport from another country, you need to be a citizen.  I am not quite sure how you plan to do that unless you plan to move to another country as I believe most countries require you be a resident.  If you do decide to move, I highly recommend you discuss it with your parole officer to see what your options are.

if you have enough money (IIRC 20,000) you can buy a bond in Argentina.  They will give you (and all depends as typically interpreted in a patriarchal family) a passport.  You can then use this passport to buy land in, say Brazil.  After a few years in Brazil you can apply for Citizenship.  After 5 years or so you get your money back from Argentina + any interest.
