Just think of the phone company as one big VR Map, each country has its own network and is connected to other sub networks, meaning prefixes.
Also each network phone company or cell phone company has it's own prefixes, I have learned this just by waching other people buying prepaid cell phones & cell phones
The internet is also setup the same way with network servers, and email servers.
Their is also a thing called the media net that runs by it self, it is the internet out side of the net, it runs every thing that the net runs.
Just keep that in mind
So just think of how many server their are out their or that could be out their, and Y the phone company want to keep you out.
