Modem: Fast connection and then displays ~?~?~?~?~?~?~?~?~?~?~?

So I've been doing 1-800 scans lately cause I'm trying to keep the phreaking tradition alive (mostly I'm trying to find Cisco routers that are still logged in so I can view their config files   I'd never EVER do any damage or change anything, though).  I keep running into these odd numbers a lot.  They connect very quickly and then display:

~?~?~?~?~?~?~?~?~? (random text here) and then disconnects.

An example would be 1-800-800-4545

Whatever it is, it's gotta be something businesses use a lot because I've run into them a ton of times.  Doesn't matter what bitrate you use or anything, it always displays that.  Anyone know what these are?

isnt there a way to get that config file from routers via internet? remmebr the old onesixtyone program??  urgh.. my memory sucks im like 60 years old now

You could always scan for TFTP servers.

Or just look for stupid people that post their router or firewall logs, on troubleshooting forums, without first stripping out identifiable information.
