To bypass the bitchfest and address the original question:

If you can cause an ANI failure (meaning the ANI information is not passed along) to an operator, they'll ask you what number you're calling from and pass along whatever you tell them.  Sometimes they don't bother to ask though, and just pass (NPA) 000-0000 as your ANI.  That's the 10-10-288 thing you were reading about, and it's the only way I know of to pull off an ANI spoof... not that I'm the end-all be-all expert on the subject, though, so there could be others.

I'm very up on phreaking but I did read an article by lucky225 a while back that covered ANI spoofing, but it's all kinda dated now.

I do recall an episode of Default where Lucky and Decoder were talking about spoofing ANI to access someones cell voicemail. This was possible because the VM didn't require a pw if your flex ANI matched that of the owner.
