the law should not outright ban spoofing, it should only ban spoofing with the intent to commit fraud, or other malicious reasons...

It does specify that it bans spoofing "with the intent to defraud or deceive."

Spoofcard actually supports this law, caller ID blocking will still be legal though

I would miss spoofing so much.  I used to use spoofcard to spoof cell phone numbers and then call those numbers so you can access the voicemail inbox without entering the passcode.

It was always fun to hang-up on people, and watch them call friends that were next to me to find out why they called in the first place.
