530-XXX-0020

In my area code (530) dialing any active prefix ending in 0020 will result in an immediate, high pitched ringing sound. 342-0020, 343-0020, and 898-0020 are a few (they all sound the same). anyone know the purpose of these? they sound like milliwatt tones
