test number search

I've been hand scanning frantically (while skype is still free) a switch which is located about two blocks from my house.  I found it's info on bells mind, and even googled the physical address in quotes sifting through lots of pages to find a direct number to it.  The only test numbers i have found so far are a milliwatt, and this second one, which i have never heard of before...

(do a word search with Mozilla or ie for "all test positions")
but it says like i can sieze them if they are in use, and i can monitor trunks and to routine maintenece?!?
 
anyone ever hear a recording like this before? I have tried several times at all hours of the day, with still the same recording, (It being "unmanned") Also too, i have scanned out all 00xx and 99xx numbers to no avail of any other testing units, anyone know a different algorithm to finding one in PA/VeriZon country???
also (off the subject sort of) I got an email from Skype saying it's only $15 USD for a full free unlimited year of what we have now (free though) just fyi. - trev.

 :) :) i found with google that it's a phone handset right next to a computer terminal somewhere in the switches building where a personnel would sit and perform tests you declare (as a lineman) also theres somehoe you can dial into a cmd prompt too, and the latter bit of info i found in the 5ess manual i recently posted.  this is called a: supplementary trunk and line work station (STLWS) terminal.  And I'll try to find out more about it, sounds cool if you ask me.  It's kind of nerve racking to dial 38965923145 phone numbers looking for test units, and finding nada....

 :) i dont know how useful this scan was, but here it is 4 hours of 412.200.XXXX in my local area i dont think they have test sets, or im just not looking in the right spot, I chose this exchange because the switch housing it only houses it, so it's only 9999 numbers long.  the PBX section shows that theres a bunch of clicking like an old switch, but i can image one being in that CO??? anyways here it is:
