As for "supp-AH," they say everything like that in Massachusetts and Rhode Island.  It's all that crazy "Departed" accent.   And for some more on the word supper (kind of interesting actually) go here:

That I can speak from experience is not true.  I go up to Boston and Rhode Island a lot, and one of my best friends actually moved to NYC from Rhode Island (Bristol) to become an actor and had the hardest time losing his accent... definitely not from the poorest areas.  It's just the accent that a lot of people have there.  In fact, I had a friend that moved up to Buffalo for a few years and picked it up there too.  Likely it's just a bit thicker in the poorer areas.
