Most of the time.  FWIW when the operator connects you you've just op-diverted

Issue two is all about redboxing, however right now the link seems to be broken. However, when it's fixed you can find it here: http://www.phonelosers.org/issue/002/.

If you're building a tone dialer, pick up the phone, dial the number. When it asks you input money, give it tones. The first time I tried this I got an operator that asked me to "insert real money" and then blabbed on about toll fraud.
