If I call my house from my cell phone, let it ring for a bit, hang up, and then dial it again right away, I get weird modem-like noises.   If I wait like 10 seconds and call back again, it works normally.

I think you may have an alarm system that is set to answer with answering machine defeat.  Call from any phonen, let in ring once, hangup, call back and the alarm system answers with a set of tones and waits for the alarm company to provide proper access codes.
