When I called the voice bridge right now it had a recording:

"Your service has been temporarily interrupted.  Please visit your local payment center or call contact the collections division at 18009475096 to make a payment by check or credit card."

Nope!  I was calling by cell phone and was able to call several other people before and after that.  So no, my service wasn't down at all.   ;D  I was able to call the next day and the day before, so it must have been either a fluke or they didn't actually pay for their service on time.  Probably got a call from an angry customer.
