What do you mean?  Just people overseas who are into PLA?  Back when the PLA state sites were more popular, we used to have phonelosers.co.uk and phonelosers.au.  I think there was one in Africa too.  But those disappeared years ago.

Once we ship all of our payphones over to South African tribes, then we can start talking about internationalizing. Or heck, why not just skip that step completely? Create a Phone Losers of the Universe, then maybe we can get some Zorgons to join a conference.

Not into the PLA but the same thing as the PLA.

UK phreaking scene from what I heard has bounced back, however most of the phreaks I have heard of over seas come from Germany, Netherlands, Russia and Japan. Japan actually has this whole phone scheme where they call up old people pretending to be their forgotten grandchildren and swindle them out of money.

International = Overseas? Has somebody been taking PDXUSA seriously? I'm not sure about the point of regional PLA sites since by definition the internet doesn't care about where you are (provided you are in the half of the world with electricity and can afford such a thing in the first place). Sure the name is Phonelosers of America but I don't think that's ever stopped anybody from signing up.
