Ways to get someone's address and phone #

There's this bitch that I owe big time, and I've been having all kinds of things sent to her mom's address, including a phone line she didn't order, but I need the bitch's own address and phone number to really ruin her life. She goes to the University of South Florida, and I thought I might try getting some info from them by saying I'm Jim Blayless and I need to get a hold of her regarding a payphone she smashed up, but they're air tight; they transfer me everywhere until I end up in a voicemail box. I also tried calling the post office, only to hear that the toll-free number can't be reached from a payphone (call me paranoid, but I'm really being careful to cover my tracks). I have the girls full name, which is a very common name, and I have the mom's full name. Any idea how I can get the info in the 21st century?
