I think that he'd meant if the guy possessing the line can get in trouble for that, I've worked in a call centre doing that and we promised a refund but off course that did never happen.

For a short time in 95 - 96, I had a 900 number set up that people could call to donate.  Each call to it would make me $20.  I was hoping that beige boxers would make me rich but that never happened.  When I tried to make myself rich by dialing $1,000 to myself in one week, they canceled my account.
