Look, people kill people. Guns don't change that. People were killing people in record numbers long before the advent of firearms, and, as evidenced by the oh-so-effective bans on firearms in Great Britain and Australia, people will be killing people (or committing other violent crimes such as rape) long after they're gone.
If you want to make a strong move to curb violence and murder, expand and apply the death penalty. Do you really think that a child molestor or rapist deserves to live? Execute them. Execute murderers. Execute violent predators. Eliminate those that commit the crimes, and send a message to those that are thinking about doing it. It's an effective strategy that most ruling bodies used to understand and practice...
Somewhere along the line, someone came up with the brilliant idea that barbarians need to be treated nicely, not barbarically. That's certainly shown itself to be effective.
