The police dept isn't a free 24/7 conflict resolution service, what your neighbor was doing is not illegal and even if the cop arrested her she wouldn't be prosecuted. All cops can do after an auto theft is to take a report and enter the info into NCIC, what the fuck else do you expect? When you start screwing with a cop's car and equipment that's when it gets personal, he's the one that'll get bitched at by his supervisor for losing a thousand dollar radio and have to do paper. The chances of you finding a handheld radio are slim, and it's not like you're going to pry a mobile radio out of the dash. Then you don't have the charger, and I'm certain you'd get caught after you show off.
