Switch Board?

I came across this site after doing a paper on phreaking. I am now very interested in phones at my school I found what looks like a switch board to me. I am not sure if is or not could some one tell me what it is.

They call it a punch block because it opens when you punch it. Hit it really hard with your fist and those little colored pips will flip open, giving you full access.
