unidentified phone equipments

I'm curious as to know what this is. Insides are gutted of wires and electronics.

I've never seen anything like it.  Maybe it's an old office switchboard, like something a corporation used in the early 20th century.   Can you take a better picture where we can see the labels?

Unfortunately not. I was exploring the basement of a museum when I came across this and 3 other similar boxes. Wish I would have asked the staff about it.

The phone almost looks like a lineman's handset, but I have no idea what that board is.
