I was woundering if its possible to turn a house phone into a pay phone

How do you mean? Send the same ANI as a payphone, connect to a coin line..?

If you were Harry Potter, you'd wave your wand all crazy-like at your house phone and say some mysterious sounding incantation and next thing you know, you'd have a pay phone there.

No it's not. Coin lines are specially connected by the phone company; I'm not even sure if they run coin lines through residential areas (I don't know about where you live, but here we don't have payphones in res. areas here).
